Renault sees the new engine formula in 2013 as a great opportunity, certified director Jean-Francois Caubet.
The French automaker pulled together as a team owner of Enstone team that bears his name, but still needed to supply engines to at least the next three years.
"The engine of the 2013 balances the playing field, " said Caubet, suggestions for resolving the current 2.4-liter Renault is not up to speed with the best Mercedes and Ferrari.
"FIA record speaks for itself," he said, according to Motorsport total.com. "There are technological innovation, the competition is wide open.
"There are precise rules for the cost of materials, the number of engines per season and speed (rev) limits. Technology has a great freedom, " said Caubet.
"Everyone starts with a blank sheet of paper. May the best win."
The new formula is also designed to allow car manufacturers to pull back to F1, Caubet admitted that he was "too early" to return to BMW, but showed that Volkswagen was "hesitant".
And he said: "The third group is now looking at F1.
"The Japanese," said Caubet. "I am surprised by their interest in the new engine, but of course the prices have changed the aspect of the position in May
"Europeans are ahead of new technology - I think they can not afford to be here," said Caubet, showing that Honda is seriously considering returning.
